Three Axes That Matter More Than Rank

  1. Work location — Australian waters, Dutch sector, Nigerian PSV run: different medicals, unions, and right-to-work.
  2. Flag state — Dutch endorsement on a Philippine CoC is not automatic; Norwegian NIS is not the same contract culture as NOR.
  3. Hiring channel — SIU dispatch hall, Aramco SQM portal, Aberdeen agency, Dubai Telegram group: four different games.

Reality check: A cable-lay vessel off Taiwan can carry Brazilians, Brits, Russians, Senegalese, and Americans on one crew list. Companies hire for the ticket stack and the logbook — but getting on that list still runs through regional gates.

🇨🇦 Canada — Union Dispatch, Not LinkedIn

Canada is a closed, union-heavy market. The Seafarers International Union of Canada (SIU) runs virtual hiring through SIU2020 — seniority-based dispatch, not open applications to random operators. Entry typically requires Canadian citizenship or permanent residence, Transport Canada medical, discharge book, and STCW-aligned training.

Foreign CoC holders do not simply “apply offshore in Canada.” Transport Canada issues endorsements for recognised flag states (UK, Philippines, Norway, and others on reciprocal lists) — but the employer and union path still governs access. Great Lakes domestic shipping and Atlantic offshore are different animals: union wage scales, not Gulf-style day rates.

  • Hiring channel: Union hall / SIU2020 — jobs often never hit public boards
  • Pay model: Collective agreement wages, not $/day freelance

🇧🇷 Brazil — Offshore Volume + SINDMAR / SINDITOB

Brazil is one of the busiest offshore markets: Pre-salt, PSV/AHTS, floatels, 7/7 and 28/28 rotations. You need CIR (livro de registro marítimo), STCW, and often DP, Marlins, and offshore survival. Officers and electricians sit under SINDMAR; broader offshore workers under SINDITOB. RN-6 national-crew rules push Brazilian nationals on Brazil-flag and many offshore units — foreign crew without compliance is a known industry pain point.

  • Rotations: 7/7, 14/14, 28/28 — stated explicitly in ads

🇦🇺 Australia — MUA Culture, 80% Local Crew

MUA + AWU Offshore Alliance set the tone. On regulated Australian projects, up to ~80% local Australian crew is not a suggestion — it reshapes who gets hired. Foreign STCW CoCs need AMSA certificate of recognition, oral exam, and sea-service assessment — not a quick endorsement stamp.

Field story — the Bosun with the satellite phone

Off Western Australia, a Bosun was asked to help run hose on deck. He did not argue on the radio. He pulled out a satellite phone and called the union. By next morning he was off deck duties. The crew adapted. Message: in union-dominant waters, the contract chain matters as much as the Chief Mate’s request.

Field story — the Diet Coke helicopter

On another premium-union job, riggers stopped work because the galley had no Diet Coke. Standby on a high day-rate vessel cost more than wages. Solution: helicopter delivery of crates to the helideck. Offshore in Australia, time really is money — and unions know it.

🇦🇪 UAE & Saudi Arabia (KSA / Aramco)

United Arab Emirates — volume and speed

Dubai, Abu Dhabi, and Ras Al Khaimah are logistics hubs for Persian Gulf campaigns. Typical pack: BOSIET/FOET, CA-EBS, H2S, STCW, OGUK-class medical, sometimes ADNOC client approval. MOEI seafarer licensing and Dubai Maritime Authority crew permits apply ashore.

UAE hiring is network-first: WhatsApp and Telegram groups, agency relationships, short-notice mobilisation. Many berths fill before they reach public job boards. Being in-country with valid offshore docs beats a perfect CV sent from abroad.

  • Cert pack: BOSIET, H2S, STCW, offshore medical, Marlins where requested
  • Agencies: Regional OSV operators and manning houses (Stanford Marine, Bourbon, Zakher Marine class)
  • Tax: UAE personal tax often zero — home-country rules may still apply

Saudi Arabia & Aramco — ports, SQM, Marlins

Saudi shallow-water and Arabian Gulf work centres on jack-ups, crew boats, production spreads, and Aramco-chartered tonnage. Key ports and terminals include Juaymah, Ras Tanura, Yanbu Industrial Port, Dammam, and Jazan — each with Aramco / GCC port rules, pilotage, and ISGOTT compliance on first arrival.

Aramco approval is a process, not a checkbox:

  1. CV, sea service, and certificates submitted via the operator to Aramco SQM (Ship Quality Management)
  2. Conditional approval → ~14-day onboard familiarisation
  3. QA/QC ship visit and Marlins English test (often 80% overall, 60% per section on crew-boat ads)
  4. IWCF / IADC well control, crane certs, DP as per rank

Saudi Arabia does not issue seaman books to expatriates. You need an IMO-recognised flag CDC/SIRB (Palau, Panama, Liberia, Bahamas common on Gulf projects) plus employer-arranged work visa. Dubai is often the practical route for flag paperwork, medicals, and STCW before KSA mobilisation.

Field story — Red Sea seismic navigation

On a Red Sea shelf seismic job, navigation ran through coral channels with brutal precision demands. A veteran Party Chief pushed a single chart display configuration the bridge team distrusted. The campaign learned again what Gulf hires test for: comms under observation, not just ticket collection.

🇬🇧 North Sea (UK & Norway Sector)

Searchers type a region, not a country — so treat North Sea as its own market. UK Continental Shelf pack: BOSIET + CA-EBS + MIST + OEUK/OGUK medical (Issue 8, Nov 2025 — BMI/weight rules, 124 kg helicopter limit from Nov 2026), shoulder measurement, Chester Step on wind.

  • UK right to work: Post-Brexit — UK CoC/endorsement, Frontier Worker Permit for eligible EU nationals
  • Wind seasonality: Mar–Oct peaks; O&G year-round but project-based

🇳🇱 Netherlands & Belgium — Medicals, Kiwa & CeC Endorsement

Rotterdam and Vlissingen are organised, safety-heavy markets. Agencies (Atlas, Boskalis, Fugro, Lowland) post weekly and reward hybrid profiles: ETO + rope access, medic + NEBOSH, crane + GWO.

Dutch flag — merchant medical (ILT / Kiwa)

  • Only doctors authorised by the Dutch Ministry of Infrastructure and Water Management may issue Dutch seafarer medicals — list published by ILT (keuringsartsen).
  • Kiwa Register issues CoC, digital seaman’s book (monsterboekje), and foreign CoC endorsement for STCW-party states.
  • STCW crew need keuring volledig (full exam incl. sight/hearing); some EU/UK/India/Norway medicals may be accepted — check NSI guidance.

Dutch / North Sea offshore — NOGEPA / Element NL

Offshore O&G medicals follow NOGEPA / Element NL approved physician lists — not the same as a basic STCW clinic cert. Doctors need BIG registration, offshore environment training, and minimum annual examination volume. Do not assume a high-street GP sign-off counts.

Belgium — Antwerp flag & F16 endorsement

  • Medical: only physicians recognised by the Belgian Maritime Inspectorate (BMI) — published list via FPS Mobility.
  • Foreign CoC: Form F16 to DG Shipping Antwerp (stcw95@mobilit.fgov.be) with approved medical, sea service, STCW modules.
  • Management level (Master, C/O, C/E, 2/E): Belgian maritime legislation training required — BMI Circular enforces from 1 January 2026 for new sign-ons.

Practical tip: Antwerp and Rotterdam clinics sometimes sit on both lists — always confirm which flag/offshore standard the appointment is booked under before you pay.

🇳🇴 Norway — NIS vs NOR (Not the Same Job)

Both registers fly the Norwegian flag, but NIS (Norwegian International Ship Register) and NOR (Norwegian Ordinary Ship Register) differ on nationality, tax, and master rules:

🇩🇪 Germany & Baltic — Locals, Wind, Polish Crew Lobby

German-flag and Baltic wind campaigns (Kriegers Flak, Baltic Power, Polish sector tie-ins) run with EU right-to-work pressure and client local-content preferences. CSOV and cable spreads often crew Scandinavian officers + Polish/Romanian/Baltic ratings and technicians — not because of law alone, but because Polish maritime schools feed AB, fitter, and wind-tech labour into the southern Baltic at scale.

Magna Carta of Filipino Seafarers (RA 12021)

Effective October 2024; IRR signed January 2025. Game-changers for crew:

  • No placement fees — only medical, SRB, passport class costs to seafarer
